By a 1993 White House Directive, the Office of Budget & Management must review pending regulations and respond to them within 90 days.
In 2010 & 2011 EPA requested approval of regulations to address health and environmental impacts of various, specified, chemicals-of-concern and the related behaviors of certain chemical-producing companies related to these materials. OBM has long-exceeded its legitimate period of review and approval. Among the specified compounds are phthalates, polybrominated diphenyl ethers, bisphenol-A, & specified nanomaterials. EPA also seeks to prohibit companies from claiming trade secrets protection for certain materials explicitly to avoid providing requested health and safety data to EPA. OBM must be directed to act on these proposals immediately.
